The Supreme Court held that the State Government lacks the authority to amend the Scheduled Castes list under Article 341 of the Constitution of India without parliamentary legislation. The Court found that the Notification dated 1st July 2015, which sought to merge the 'Tanti-Tantwa' caste with 'Pan/Sawasi', constituted an unauthorized alteration of the Presidential Order. Consequently, the Court set aside the Patna High Court's judgment that upheld the Notification, thereby restoring the original status of the caste list.
