The Supreme Court held that the appointment of the Appellant as Calligraphist-cum-Assistant at the age of 15½ years was valid as there was no minimum age prescribed at that time. The Court clarified that the Government circular of 1998, which set the minimum age for appointment at 18 years, was prospective and did not affect the Appellant's prior appointment. The Court ruled that the Appellant's service prior to age 16 would not count towards pension, affirming the High Court's dismissal of the appeal.
