The Supreme Court addressed the promotion dispute between Girish Kumar and Govind Jerale under the Maharashtra Civil Services (Regulation of Seniority) Rules, 1982 and the Maharashtra Zilla Parishads District Services (Recruitment) Rules, 1967. The Court held that the eligibility criteria for promotion to the post of Section Officer required continuous service of not less than three years as Office Superintendent, which Jerale did not fulfill. Consequently, the Court upheld the decision of the Additional Divisional Commissioner, Aurangabad, quashing Jerale's promotion to Section Officer.
