The Supreme Court upheld the decision of the U.P. Power Corporation to allow candidates without the DOEACC certificate to participate in interviews for Technician Grade-2 (Apprenticeship Electrical) positions, citing Rule 45 of the U.P. Rajya Vidyut Parishad Parichalkiya Karmchari Varg Sewa Niyamawali, 1995, which permits relaxation of rules by the Chairman. The Court found that the Chairman acted within his authority and that the extension of time for certificate submission was justified. Consequently, the Court dismissed the Writ Petitions challenging the selection process, affirming the validity of the select list announced on 21st May, 2012.
