The Supreme Court upheld the Division Bench's decision of the Calcutta High Court, which directed the Railway authorities to grant preference to the respondent-original writ petitioner for the appointment as a halt contractor at Pirtala Halt Station, based on Circular no.99/TIV/Halts/Policy dated 17.05.1999. The Court clarified that despite the contract with the deceased father having expired in 2010, the guidelines provided for preference in appointment to the son of the deceased contractor. The appeal by the Union of India was dismissed, affirming the High Court's order for appointment within four weeks.
