The Supreme Court ruled that foreign law firms and lawyers cannot practice law in India unless they comply with the Advocates Act, 1961 and Bar Council of India Rules. The Court upheld the Madras High Court's conclusion that while foreign lawyers may provide legal advice on foreign law temporarily, they cannot engage in litigation or non-litigation practice without adhering to Indian regulations. The Court also clarified that the Reserve Bank of India cannot permit foreign law firms to open liaison offices in India under Section 29 of the Foreign Exchange Regulation Act, 1973.
