The Court held that the Competent Authority's reiteration of its earlier decision was flawed as it failed to consider the Hearing Committee's report, which indicated that a physical re-verification of deficiencies was necessary before making a conclusive decision. Consequently, the Court directed the Competent Authority to reassess the situation in light of the Hearing Committee's findings.
