The Supreme Court upheld the High Court's decision that M/s. Haffkine Bio-Pharmaceutical Corporation Ltd. violated Central Vigilance Commission guidelines by not opening the tender of Bionet Asia Co. Ltd. in the presence of M/s. Nirlac Chemicals, thereby rejecting Nirlac's bid without proper procedure.
