The Supreme Court ruled that the Central Government's notification dated 29.12.2007, which limited the number of attempts for Physically Handicapped candidates belonging to the Other Backward Classes (OBC) to 7, is discriminatory and violates Article 14 of the Constitution. The Court held that since the attempts for General Category Physically Handicapped candidates were increased to 7, OBC candidates should similarly be entitled to 10 attempts. The judgments of the Madras and Delhi High Courts allowing the writ petitions were upheld, granting OBC candidates the same number of attempts as their General Category counterparts.
