The Tribunal had only established the petitioners' eligibility for consideration, not a right to appointment, as their turn for appointment had not arisen before the vacancies were filled. Consequently, the Supreme Court set aside the High Court's judgment, allowing the appeal and clarifying the limits of the Tribunal's order.
