The Supreme Court held that the Central Government's notification increasing attempts for Physically Handicapped candidates in the General Category from 4 to 7 under the Civil Services Examination Rules, as per the All India Services Act, 1951, necessitates a similar increase for Physically Handicapped candidates belonging to the OBC category. The Court found that denying equal attempts violates Article 14 of the Constitution and the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. The Court upheld the High Courts' decisions, allowing the appeals and directing the increase of attempts for OBC candidates to 10.
