The Supreme Court ruled that the Central Government's amendment to the Civil Services Examination Rules, which allowed Physically Handicapped candidates of the General Category 7 attempts, must also apply to Physically Handicapped candidates of the Other Backward Classes (OBC) category, thereby entitling them to 10 attempts. The Court held that denying equal attempts to OBC candidates violates Article 14 of the Constitution, which ensures equality before the law. Consequently, the judgments of the Madras and Delhi High Courts were upheld, allowing OBC candidates to avail of the increased attempts.
