The Supreme Court held that proceedings under Section 7A of the Employees Provident Funds and Miscellaneous Provisions Act, 1952 are deemed to be judicial proceedings, thus allowing a complaint under Section 228 IPC for obstruction of such proceedings. The Court found that the High Court erred in concluding that the complaint was not maintainable under Section 195(1)(b)(i) of the Cr.P.C, as the nature of the proceedings under Section 7A equates them to a court for the purposes of invoking this section. Consequently, the Court set aside the High Court's order and reinstated the conviction of the respondent.
