The Supreme Court ruled that the Manipur High Court's decision to set a pass mark of 40% for the viva voce test, which was established shortly before the interview, was arbitrary and violated principles of fairness and transparency in recruitment as mandated by the Manipur Judicial Service (Recruitment and Conditions of Service) Rules, 2005. The Court held that the petitioner, who had scored 52.8% in the written examination and was the only candidate for the unreserved post, should have been declared successful. Consequently, the Court directed the High Court to appoint the petitioner as District Judge (Entry Level).
