Judgment text excerpt

The Supreme Court addressed the validity of the viva voce examination results for the District Judge (Entry Level) recruitment under the Manipur Judicial Service (Recruitment and Conditions of Service) Rules, 2005. The Court held that the retrospective application of a pass mark of 40% for the viva voce, established by the Full Court shortly before the interview, was arbitrary and violated principles of fairness and transparency. Consequently, the Court quashed the viva voce result and directed the appointment of the petitioner based on his written examination performance, thereby ensuring adherence to the originally advertised criteria.
