The Supreme Court held that the order dated 12.09.2014 issued by the State of Tamil Nadu was not in compliance with its earlier judgment dated 07.02.2013 in SLP (C) 19016 of 2008, leading to its annulment. The Court directed the Principal Secretary to issue a fresh order in compliance and mandated the distribution of benefits from the new order within six weeks, with interest at 18% applicable from the date of superannuation if delayed. The Court emphasized personal liability for responsible officers in case of non-compliance.
