The Supreme Court addressed the issue of whether the result of the Departmental Promotional Committee (DPC) could be kept in a sealed cover due to ongoing criminal proceedings against the appellant under the Prevention of Corruption Act, 1988. The Court held that the sealed cover procedure was improperly applied as there was no chargesheet or charges framed against the appellant at the time of the DPC meeting. Consequently, the Court set aside the High Court's judgment that reversed the Central Administrative Tribunal's order, thereby allowing the appellant's appeal for the opening of the sealed cover and granting consequential reliefs.
