The Court held that the 1997 Rules, being non-statutory and merely executive instructions, are contrary to the provisions of the 1981 Act, which does not authorize such allotment of government bungalows to former Chief Ministers. The Court directed that the matter requires deeper consideration and issued notice to the Union of India and other State Governments.
