The Supreme Court held that the Bihar Public Service Commission's method of moderating marks in the Combined (Mains) Competitive Examinations was contrary to the High Court's earlier directive and the legal principle established in Sanjay Singh v. U.P. Public Service Commission (2007) 3 SCC 720, which mandates scaling of marks when candidates appear for different optional subjects. The Court emphasized that moderation is only applicable in common examinations with identical papers. Consequently, the Court set aside the High Court's refusal to interfere with the examination results, directing adherence to the established guidelines.
