The Supreme Court held that Development Officers in the Life Insurance Corporation (LIC) can be classified as 'workmen' under Sections 10(1) and 2(a) of the Industrial Disputes Act, 1947, thus affirming the jurisdiction of the tribunal to adjudicate disputes involving them. The Court overturned the Allahabad High Court's decision which had relied on Mukesh K. Tripathi vs. Senior Divisional Manager, LIC & Ors., stating that the High Court erred in determining the status of Development Officers. Consequently, the award of the tribunal directing restitution of pay-scale and payment of arrears was upheld, restoring the rights of the aggrieved officers.
