The Supreme Court upheld the constitutional validity of the University Grants Commission Regulations (Minimum Qualifications Required for the Appointment And Career Advancement of Teachers in Universities and Institutions) (Third Amendment) Regulation 2009, affirming that these regulations do not violate Article 14 of the Constitution and apply prospectively only to appointments made after the notification date. The Court distinguished the conflicting judgments of the Allahabad High Court and upheld the regulations as valid, thereby allowing the appeals from the Union of India and dismissing the challenges from M.Phil. and Ph.D. degree holders.
