The Supreme Court held that a writ application is not maintainable against an order of the West Bengal Land Reforms and Tenancy Tribunal refusing to initiate contempt proceedings, as established under Section 19 of the Contempt of Courts Act, 1971, which allows appeals only against orders imposing punishment for contempt. The Court reaffirmed the principle from State of Maharashtra v. Mahboob S. Allibhoy (1996) 4 SCC 411 that no appeal lies against interlocutory orders or refusals to initiate contempt proceedings. The judgment clarified the jurisdictional limits of the Tribunal under the West Bengal Land Reforms & Tenancy Tribunal Act, 1997, in light of the Constitution Bench ruling in L. Chandra Kumar v. Union of India (1997) 3 SCC 261.
