The Supreme Court allowed the appeal by the Bar Council of Andhra Pradesh, restoring the order dated 5th December 2009, which had imposed punishment on the respondent for misconduct as a Notary. The Court found that the respondent violated Section 35 of the Advocates Act and the provisions of the Notaries Act by attesting blank stamp papers, which constituted professional misconduct. The Court held that the Bar Council of India erred in setting aside the punishment without proper consideration of the legal implications of the respondent's actions.
