Judgment text excerpt
The Supreme Court ruled on the applicability of the Assured Career Progression Scheme (ACPS) under which employees are entitled to financial upgradation after 24 years of service. The Court held that the financial upgradation cannot exceed the pay scale of the next promotional grade, as clarified in O.M. No.35034/1/97-Estt.(D)/Vol.IV dated 18.7.2001. The appeal by the Government of NCT of Delhi was dismissed, affirming the Tribunal's decision to grant the respondents the scale of Rs.10000-325-15200/- from the date they completed 24 years of service.
