The Supreme Court upheld the constitutional validity of the Orissa Service of Engineers (Validation of Appointment) Act, 2002, which validated the appointments of 881 ad hoc Assistant Engineers despite breaches of the Orissa Service of Engineers’ Rules, 1941. The Court found that the Act did not violate Articles 14 and 16 of the Constitution, affirming the State's legislative competence to address unemployment among engineers. Consequently, the appeals were dismissed, and the High Court's decision was overturned.
