The Court held that the UGC's power to fix aggregate marks as qualifying criteria is consistent with its mandate to maintain standards in higher education. Consequently, the judgment of the Bombay High Court, which found the UGC lacked such competence, was overturned, affirming the UGC's regulatory authority.
