The Supreme Court addressed the legality of the Office Memorandum dated 7th January 2008, which set a cut-off mark of 33% for the Arunachal Pradesh Public Service Combined Competitive Examination after the recruitment process had commenced. The Court held that the Arunachal Pradesh Public Service Commission lacked the authority under Rule 11 of the Arunachal Pradesh Public Service Combined Civil Service Examination Rules, 2001 to unilaterally change qualifying marks post-advertisement. Consequently, the Court upheld the decision of the High Court, affirming that the cut-off marks should be based on the earlier established criteria of 40%.
