The Supreme Court interpreted Section 173-A of the Rajasthan Municipalities Act, 1959, which governs the power of the State Government to permit changes in land use upon payment of conversion charges. The Court held that the Municipal Corporation lacks the authority to demand conversion charges for land use changes, affirming the Rajasthan High Court's decision that followed the precedent set in State of Rajasthan v. Pareshar Soni (2007) 14 SCC 144. Consequently, the demand notice issued by the Municipal Corporation was quashed.
