The Supreme Court ruled that the opinion of the Chief Justice of the High Court of Karnataka holds primacy in the appointment of the Upa Lokayukta under Section 3(2)(a) and (b) of the Karnataka Lokayukta Act, 1984. The Court found that the appointment of Justice Chandrashekaraiah was illegal as it was made without consulting the Chief Justice, thus violating the statutory requirement. Consequently, the Court upheld the Karnataka High Court's decision to quash the appointment and directed the State to fill the vacancy in accordance with the law.
