The Supreme Court emphasized the failure of various States and Union Territories to comply with its earlier directives regarding the implementation of the Protection of Rights of Children from Sexual Offences Act, 2012, the Right of Children to Free and Compulsory Education Act, 2009, and the Commission for Protection of Child Rights Act, 2005. The Court reiterated that it is the duty of the States under Articles 21, 21A, 23, 24, 45, and 51A(k) to ensure a protective environment for children. Due to the lack of compliance, the Court decided to issue further mandatory directions to prevent the exploitation of children and indicated the possibility of contempt proceedings against defaulting States and Union Territories.
