The Supreme Court upheld the decision of the Orissa Administrative Tribunal, confirming that the re-initiation of departmental proceedings against Kanhu Charan Majhi was invalid as it contravened Rule 31 of the Orissa Civil Services (Classification, Control & Appeal) Rules, 1962.
