The Supreme Court held that the Orissa High Court erred in directing the preparation of a combined merit ranking list for in-service candidates of 2011 and 2012 for admission to the PG Medical Course. The Court clarified that each academic year must be treated separately, and thus directed the State Government to prepare a merit list for 2012 candidates first, with any leftover seats to be allotted to 2011 candidates based on their merit. The appeals were allowed, and the State was instructed to complete this process within 15 days.
