The Supreme Court addressed whether the disciplinary authority from the respondent's previous posting could initiate and complete disciplinary proceedings despite the respondent being under a different authority's jurisdiction. The Court held that the Assistant General Manager (AGM) lacked the authority to initiate proceedings as per Regulations 5(1) and 6 of the UCO Bank (Discipline and Appeal) Regulations, 1976, which stipulate that only the Deputy General Manager (DGM) could do so. Consequently, the Court upheld the High Court's decision to set aside the disciplinary proceedings and directed the Bank to release all admissible service benefits to the respondent.
