The Supreme Court upheld the dismissal of the appellant's writ petition challenging the decision of the Jammu and Kashmir Services Selection Board, which denied his candidacy for the post of Laboratory Assistant on the grounds of not being a permanent resident of District Udhampur, in violation of Articles 14 and 16 of the Constitution. The Court affirmed that the selection process was valid as per the Jammu and Kashmir Subordinate Services Recruitment Rules, 1992, which stipulate that only candidates with a permanent residence certificate from the relevant district are eligible. The Court concluded that the appellant did not meet the residency requirement and thus was not entitled to consideration for the post.
