The Supreme Court upheld the Allahabad High Court's decision to quash the licence granted to the appellants by the Zila Panchayat, Muzaffarnagar for holding a private cattle market on Tuesdays. The Court found that the issuance of the licence violated bye-law 34 of the Zila Parishad, Muzaffarnagar Pashu Pait Bye Laws, framed under the U.P. Kshetra Samiti and Zila Parishad Adhiniyam, 1961, which prohibits holding a cattle fair within 8 kms of another market. The Court directed the Zila Panchayat to reconsider the matter afresh, ensuring compliance with the bye-laws.
