The Supreme Court upheld the High Court's judgment declaring Circular No. 40 of 1985, which provided monetary incentives to employees of the Food Corporation of India (FCI) for acquiring higher qualifications, as discriminatory and violative of Article 14 of the Constitution of India. The Court affirmed that the Circular created an unjust distinction between in-service employees and those already possessing the qualifications, thus mandating the withdrawal of benefits granted under the Circular. The appeals by the FCI and the Karamchari Sangh were disposed of in accordance with this ruling.
