The Supreme Court held that the jurisdiction of Consumer Forums to adjudicate complaints regarding defective seeds is limited by the provisions of the Seeds Act, 1966, and such complaints cannot be entertained under the Consumer Protection Act, 1986. The Court emphasized that growers purchasing seeds for commercial purposes do not qualify as 'consumers' under Section 2(d) of the Consumer Act. Consequently, the appeals by M/s. National Seeds Corporation Ltd. were allowed, overturning the decisions of the lower forums which had awarded compensation to the respondents.
