The Supreme Court ruled that the Madhya Pradesh Krishi Upaj Mandi Adhiniyam, 1972 (Market Act) applies to transactions involving the purchase of sugarcane, allowing Market Committees to levy market fees under Section 19. However, the Court upheld the High Court's decision that the Sugarcane (Regulation of Supply and Purchase) Act, 1958 and the Sugarcane (Control) Order, 1955 are special legislations governing such transactions, thus preventing the levy of market fees. The Court concluded that the provisions of the Market Act do not conflict with the Sugarcane Act and Control Order, affirming the High Court's interpretation of the legislative framework.
