The Supreme Court addressed the validity of the amended norms for allotment of alternative plots under the 1961 Scheme, as stipulated by the Delhi Administration's Office Order dated 03.04.1986. The Court held that the amendments, particularly the requirement of purchasing land five years prior to the notification under Section 4 of the Land Acquisition Act, were arbitrary and violated the principles of natural justice. Consequently, the Court set aside the impugned order of the High Court and directed the authorities to reconsider the applications for allotment without the restrictive conditions imposed by the amendment.
