The Supreme Court upheld the validity of Regulation 8(4) and 8(5) of the National Council for Teacher Education (Recognition Norms and Procedure) Regulations, 2007, which require institutions to obtain NAAC accreditation with a Letter Grade B for additional intake in B.Ed. courses. The Court ruled that these regulations do not violate Article 19(1)(g) of the Constitution, as they impose conditions for application rather than curtailing rights. The Court also clarified that the Council's authority to frame regulations is consistent with the NCTE Act, 1993, and that retrospective application does not infringe upon the institutions' rights.
