The Supreme Court held that the recognition granted to Champaran Physical Training College by the Bihar Government during the years 1989-1990 to 1995-1996 was valid, as the power to grant recognition under the National Council for Teacher Education Act, 1993 (NCTE Act) came into effect only on 01.07.1995. The Court emphasized that students who completed their C.P.Ed. course during the recognized period were entitled to appear for examinations. The appeal was allowed, overturning the High Court's dismissal of the Letters Patent Appeal, thereby affirming the eligibility of the appellants to take the examination based on their completed training.
