The Supreme Court ruled that the Appellant, a Sub-Inspector in the Jammu and Kashmir Police, was unjustly denied accelerated promotion under Circular No.14-GR of 1990 despite his exemplary performance during a critical law and order situation following the destruction of the Charare Sharif shrine. The Court emphasized that the criteria for accelerated promotion must be applied uniformly and that the Appellant's contributions were significant and deserving of recognition. Consequently, the Court ordered the State to grant the Appellant the out-of-turn promotion he was entitled to, thereby upholding principles of fairness and merit in public service.
