The Court emphasized that the Appellate Authority has the discretion to dispense with the deposit if it causes undue hardship, as per the third proviso to sub-section (1) of Section 15. The Court set aside the High Court's order and directed adherence to the Appellate Authority's original directive regarding the pre-deposit amount.
