The Supreme Court examined the Maharashtra Scheduled Castes, Scheduled Tribes, De-Notified Tribes (Vimukta Jatis), Nomadic Tribes, Other Backward Classes and Special Backward Category (Regulation of Issuance and Verification of Caste) Certificate Act, 2000, particularly Sections 3, 4, and 6. The Court held that the issuance of caste certificates is essential for claiming benefits of reservation in public employment and educational institutions, and that the Competent Authority must verify the genuineness of the claims. The establishment of Scrutiny Committees for verification is mandated to ensure the integrity of the caste certificate issuance process, thereby reinforcing the legal framework for caste-based reservations under Article 15(4) of the Constitution of India.
