The Supreme Court upheld the decision of the High Court regarding the promotions of Technical Grade-II employees to Junior Engineer positions under Regulation 17 of the Uttar Pradesh State Electricity Board Subordinate Electrical and Mechanical Engineering Service Regulations, 1972. The Court ruled that promotions based on the cancelled 1985 examination were illegal, as the cancellation order had not been revoked, and directed the Uttaranchal Power Corporation Limited to conduct fresh examinations in compliance with the regulations. The Court confirmed that promotions based on the 1977 and 1979 examinations would remain valid and unaffected.
