The Supreme Court held that the Orissa State Electricity Board's (OSEB) decision to grant two advance increments to Lower Division Clerks (LDCs) who graduated while in service was valid only for those who graduated on or before 30.06.1971, as per the recommendations of the Anomaly Committee accepted by the OSEB. The Court found that the respondents, who graduated later, were not entitled to these increments. The appeal was dismissed, affirming the High Court's decision that the OSEB's policy was lawful and did not violate any statutory provisions.
