The Supreme Court held that the detention order under the Tamil Nadu Prevention of Dangerous Activities of Bootleggers, Drug-offenders, Forest Offenders, Goondas, Immoral Traffic Offenders, Sand Offenders, and Slum Grabbers and Video Pirates Act, 1982, must be based on clear and specific grounds. The Court found that the grounds provided in the detention order were vague and did not sufficiently justify the detention of Ramakrishnan, leading to the conclusion that the detention was unlawful. Consequently, the Court quashed the detention order and directed his release.
