The Supreme Court upheld the High Court's ruling that the restriction imposed by the Uttar Pradesh Government Order dated 10th July 2007, limiting eligibility for the Special Basic Training Course 2007 to candidates with B.Ed. degrees from NCTE-recognized institutions, was arbitrary and violated Articles 14 and 16 of the Constitution. The Court emphasized that excluding candidates who obtained their B.Ed. degrees before or during the pending consideration of NCTE recognition was unreasonable. Consequently, the Court affirmed the High Court's decision, allowing broader eligibility for the training course.
