The Supreme Court held that Rule 38(2)(f) of the Maharashtra Civil Services (General Conditions) Rules, 1981 prohibits alteration of an entry of date of birth in service records after five years from the date of joining. The Court found that the High Court erred in interpreting the rule by introducing the term 'normally', which is not present in the original text, leading to an erroneous judgment. Consequently, the Supreme Court set aside the High Court's decision and upheld the rejection of the respondent's application for changing his date of birth in the service record.
