The Supreme Court held that the proceedings of the Lok Sabha commencing on 29th January 2004 were valid as they constituted a continuation of the Winter Session that had been adjourned sine die on 23rd December 2003, rather than the commencement of a new Session. The Court clarified that Article 87(1) of the Constitution does not require a Presidential address for the resumption of an adjourned Session, thus rejecting the petitioner's claim that the absence of such an address rendered the proceedings unconstitutional. The Court upheld the legality of the Lok Sabha's proceedings, affirming the interpretation of 'first Session' as not applicable to resumed sessions.
